ពិធីបើកវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី វគ្គទី៥

នាព្រឹក ថ្ងៃសុក្រ ៩រោច ខែទុតិយាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី៧ ខែសីហា ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានចាត់តាំងលោកមេធាវី អ៊ីវ ប៉ូលី សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី អញ្ជើញជាអធិបតីភាព ក្នុងពិធីបើកវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី វគ្គ៥ ដោយមានការអញ្ជើញចូលរួមពីថ្នាក់ដឹកនាំនៃអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ថ្នាក់ដឹកនាំនៃមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី ក៏ដូចជាសិក្ខាកាមនៃវគ្គបណ្ដុះបណ្ដាលជំនាញជំនួយការមេធាវី វគ្គ៥ ទាំងអស់ ដែលប្រព្រឹត្តទៅនៅទីស្នាក់ការគណៈមេធាវី។ នាឱកាសនោះ លោកមេធាវី ប៉ា ងួនគា នាយកមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី បានជម្រាបជូនដល់គណៈអធិបតី និងអង្គពិធីទាំងមូលអំពីកម្មវិធីសិក្សា ដែលសិក្ខាកាមត្រូវទទួលការបណ្តុះបណ្តាលនៅក្នុងវគ្គនេះ មានសរុបចំនួន ៦០ម៉ោង លើមុខវិជ្ជាពាក់ព័ន្ធចំនួន៤ គឺ ៖
១. វិធានវិជ្ជាជីវៈមេធាវី
២. រឿងក្តីរដ្ឋប្បវេណី និងរឿងក្តីព្រហ្មទណ្ឌ
៣. ការធ្វើសេចក្តីព្រាងកិច្ចសន្យានិងលិខិតរដ្ឋបាល និង
៤. សំណេរស្រាវជ្រាវផ្នែកច្បាប់។
ឆ្លៀតក្នុងឱកាសនេះ លោកមេធាវី អ៊ីវ ប៉ូលី សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី បានគូសបញ្ជាក់ថាវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវីនេះ បង្កើតឡើងក្នុងគោលដៅពង្រឹងសមត្ថភាពជំនួយការមេធាវី ដែលជាសេនាធិការយ៉ាងសំខាន់ក្នុងការប្រកបវិជ្ជាជីវៈមេធាវីរបស់បងប្អូនសហភាតា ស្របតាមគោលនយោបាយទី៤ គឺ «ពង្រឹង និងពង្រីកយន្តការបណ្តុះបណ្តាល ដើម្បីបង្កើនសមត្ថភាពមេធាវីស្របតាមការអភិវឌ្ឍនៃសង្គម សេដ្ឋកិច្ច និងបច្ចេកវិទ្យា» ដែលជាគោលនយោបាយមួយក្នុងចំណោមគោលនយោបាយទាំង ៩ ចំណុច ដែលលោកប្រធានបានដាក់ចេញសម្រាប់ការដឹកនាំគណៈមេធាវីក្នុងអាណត្តិទី១៥នេះ ស្របនឹងទិសស្លោក «រួមគ្នាដើម្បីវិបុលភាពនៃវិជ្ជាជីវៈមេធាវី» ។ បន្ថែមពីនេះ លោកមេធាវី អ៊ីវ ប៉ូលី ក៏បានផ្តល់ជាអនុសាសន៍ជូនដល់សិក្ខាកាមនៃវគ្គជំនាញជំនួយការមេធាវីទាំងអស់ ដូចជា៖

១. ត្រូវគោរពឱ្យបាននូវវិន័យទាំងវិន័យផ្ទាល់ខ្លួន និងវិន័យក្នុងការបំពេញការងារ

២. ត្រូវបង្កើនគុណភាពនៃចំណេះដឹងផ្ទាល់ខ្លួន តាមរយៈការខិតខំអភិវឌ្ឍសមត្ថភាពរបស់ខ្លួនជាប្រចាំ ដោយចូលរួមវគ្គបណ្តុះបណ្តាលផ្សេងៗ

៣. ត្រូវមានការច្នៃប្រឌិតក្នុងការបំពេញការងារ តាមឱ្យទាន់ការរីកចម្រើននៃសម័យបច្ចេកវិទ្យា

៤. ត្រូវមានគុណធម៌ក្នុងពេលបំពេញការងារ ហើយចំណុចទាំងនេះនឹងនាំឱ្យសិក្ខាកាមក្លាយខ្លួនជាធនធានមនុស្សដ៏មានគុណភាពនាពេលអនាគត។

Opening Ceremony of the Fifth Batch Lawyer Assistant Training Course

On the morning of Friday, 7 August 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia (BAKC), designated Attorney IV Poly, Member of the Bar Council, to preside over the Opening Ceremony of the 5th Lawyer Assistant Training Course. The ceremony was attended by the leaders of the BAKC Secretariat, the leaders of the Lawyer Training Center, and all participants enrolled in the 5th Lawyer Assistant Training Course. The event was held at the BAKC headquarters. On this occasion, Attorney Pa Nguonkea, Director of the Lawyer Training Center, briefed the presiding committee and participants on the training program. The course consists of 60 hours of instruction covering four core subjects:
1. Professional ethics of lawyers
2. Civil and criminal cases
3. Drafting of contracts and administrative documents
4. Legal research and writing
During the ceremony, Attorney IV Poly, Member of the Bar Council, emphasized that the Lawyer Assistant Training Course was established to strengthen the capacity of lawyer assistants, who play a vital supporting role in the legal profession. The course is implemented in line with Policy No. 4: : “Strengthen and Expand training mechanisms to enhance lawyers’ capacities in accordance with social, economic, and technological development,” one of the nine leadership policies introduced by the President for the BAKC’s 15th Mandate under the motto, “Together for the Prosperity of the Legal Profession.” Attorney IV Poly also shared several recommendations with the trainees:

1. Maintain discipline, both personally and professionally.

2. Continuously improve personal knowledge and professional competence by actively participating in training programs and professional development opportunities.

3. Foster creativity in carrying out professional responsibilities and keep pace with technological advancements.

4. Uphold integrity and ethical values in the performance of all professional duties. He noted that by adhering to these principles, the trainees will develop into highly qualified legal professionals and valuable human resources for the future.
