វេទិកាពិភាក្សាស្តីពី «បញ្ហាប្រឈមលើការអនុវត្តវិជ្ជាជីវៈមេធាវីក្នុងវិស័យធនាគារ»

នារសៀល ថ្ងៃពុធ ៣កើត ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី១៧ ខែមិថុនា ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញជាអធិបតី និងថ្លែងសុន្ទរកថាបើកវេទិកាពិភាក្សាស្តីពី «បញ្ហាប្រឈមលើការអនុវត្តវិជ្ជាជីវៈមេធាវីក្នុងវិស័យធនាគារ» រៀបចំឡើងដោយគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា ដែលមានការសម្របសម្រួលពីក្រុមការងារចំពោះកិច្ចទទួលបន្ទុកការងារអនុវត្តអនុស្សរណៈនៃការយោគយល់គ្នារវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងធនាគារជាតិនៃកម្ពុជា ព្រមទាំងមានការចូលរួមពីថ្នាក់ដឹកនាំអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ថ្នាក់ដឹកនាំមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី​ ក្រុមការងារ​ធនាគារ​ជាតិ​នៃ​កម្ពុជា​ ព្រមទាំងសិក្ខាកាមជាមេធាវីចូលរួមដោយផ្ទាល់សរុបចំនួន ៧៩នាក់។ វេទិកាពិភាក្សានេះ ត្រូវបានរៀបចំឡើងក្នុងគោលបំណងផ្លាស់ប្ដូរមតិយោបល់ និងបទពិសោធពីបងប្អូនសហភាតាដែលបម្រើការងារក្នុងវិស័យធនាគារ ពាក់ព័ន្ធនឹងការអនុវត្តវិជ្ជាជីវៈមេធាវី និងបញ្ហាប្រឈមនានាដែលបានជួបប្រទះក្នុងការអនុវត្តជាក់ស្តែង។ បន្ថែមពីនេះទៅទៀត វេទិកានេះក៏មានគោលបំណងលើកកម្ពស់កិច្ចសហការរវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និង​ធនាគារ​ជាតិ​នៃ​កម្ពុជា​ ដើម្បីរួមចំណែកពង្រឹងប្រសិទ្ធភាពនៃការអនុវត្តច្បាប់ និងការផ្តល់សេវាផ្លូវច្បាប់ក្នុងវិស័យធនាគារប្រកបដោយគុណភាព និងវិជ្ជាជីវៈ។ បន្ទាប់ពីដំណើរការកិច្ចពិភាក្សាអស់រយៈពេលពេញមួយរសៀល ប្រកបដោយផ្លែផ្កា​ លោកមេធាវី​ អ៊ីវ​ ប៉ូលី ប្រធាន​ក្រុមការងារចំពោះកិច្ចទទួលបន្ទុកការងារអនុវត្តអនុស្សរណៈនៃការយោគយល់គ្នារវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងធនាគារជាតិនៃកម្ពុជា បានថ្លែងបូកសរុបលទ្ធផលនៃកិច្ចពិភាក្សា និងបានសម្តែងនូវការកោតសរសើរចំពោះការចូលរួមយ៉ាងសកម្មរបស់បងប្អូនសហភាតា ក៏ដូចជាបានបង្ហាញនូវសេចក្ដីសង្ឃឹមថា ធាតុចូល និងយោបល់ដែលទទួលបានពីវេទិកាពិភាក្សានេះ នឹងរួមចំណែកដល់ការពង្រឹងប្រសិទ្ធភាពនៃការអនុវត្តវិជ្ជាជីវៈមេធាវីក្នុងវិស័យធនាគារ។ គួរបញ្ជាក់ផងដែរថា លទ្ធផលនៃកិច្ចពិភាក្សានាថ្ងៃនេះ នឹងក្លាយជាមូលដ្ឋានក្នុងការរៀបចំឱ្យមានវគ្គបណ្តុះបណ្តាល ឬសិក្ខាសាលាលើប្រធានបទជាក់លាក់ណាមួយ ដែលបញ្ហាច្រើនជួបប្រទះក្នុងការអនុវត្តនេះជូនសហភាតានាពេលខាងមុខ តាមរយៈកិច្ចសហប្រតិបត្តិការរវាងក្រុមការងារចំពោះកិច្ចរបស់គណៈមេធាវី និងក្រុមការងារធនាគារជាតិនៃកម្ពុជា។

Panel Discussion on “Challenges in the Practice of the Lawyer Profession in the Banking Sector

On the afternoon of Wednesday, 17th June 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, presided over and delivered the opening remarks at the panel discussion on “Challenges in the Practice of the Lawyer Profession in the Banking Sector.” The event was organized by the Bar Association of the Kingdom of Cambodia, with coordination provided by the Working Group responsible for the implementation of the Memorandum of Understanding between the Bar Association of the Kingdom of Cambodia and the National Bank of Cambodia. The event was attended by the leaders of the General Secretariat of the Bar Association, the leaders of the Lawyer Training Center, members of the National Bank of Cambodia Working Group, and a total of 71 lawyers who participated in person. The panel discussion was organized with the objective of providing a platform for the exchange of views and experiences among fellow lawyers working in the banking sector regarding the practice of the legal profession and the various challenges encountered in practice. In addition, the forum aimed to promote cooperation between the Bar Association of the Kingdom of Cambodia and the National Bank of Cambodia in order to contribute to strengthening the effectiveness of law enforcement and the provision of quality and professional legal services in the banking sector. Following a fruitful afternoon of discussions, Attorney IV Poly, Chairman of the Working Group responsible for the implementation of the Memorandum of Understanding between the Bar Association of the Kingdom of Cambodia and the National Bank of Cambodia, delivered a summary of the outcomes of the discussion. He expressed his appreciation for the active participation of fellow lawyers and conveyed his hope that the input and recommendations gathered from the forum would contribute to enhancing the effectiveness of legal practice in the banking sector. It should also be noted that the outcomes of the discussion will serve as a basis for organizing future training courses or seminars on specific topics relating to issues commonly encountered in practice. These activities will be carried out through the cooperation between the Bar Association’s Working Group and the National Bank of Cambodia Working Group.
